It is essential that America’s intelligence gathering system has the trust of the American people, whom it serves to defend. Recent disclosures of classified materials, including leaks by Edward Snowden, have raised several concerns about the National Security Agency’s (NSA) surveillance programs. There are legitimate questions about these NSA programs, including whether there are sufficient protections for Americans' civil liberties and privacy, whether there is adequate oversight and transparency of the programs, and whether the costs of the programs are justified.
