I imagine Bedford County’s supervisors wish they were in Bedford Town Council’s shoes. Last month Town Manager Charlie Kolakowski presented them with a budget that is balanced without any real estate tax hikes. Electric rates are going up, but I guess that can’t be helped. Although the town’s electric department generates some of its own power at a hydroelectric plant on the James River, the bulk of its electricity is purchased wholesale. If what they are charged for power goes up, then they must charge their customers more.
